How a seal works
A fingerprint that breaks if anything changes.
When a decision is sealed, its exact contents are run through a one-way cryptographic function that produces a short fingerprint, its digest. Change a single character of the record and the digest changes completely. That is what makes a sealed decision tamper-evident: anyone can recompute the fingerprint and see whether the record still matches.

What this proves
This demonstrates integrity — that a record has not been altered. A seal proves provenance and integrity, not that a decision was correct; correctness is a separate discipline.
